Taiwan gained accession to the World Trade Organization (WTO) in 2002. The phytosanitary measures are adopted in accordance with Taiwan's relevant laws and regulations, taking into account the international regulations and standards as set by relating international organizations including the WTO. The implementation of the phytosanitary measures relies heavily on the support provided through scientific development which was reviewed and the achievement were assessed and reported. The scientific research and technology development for the protection of animal and plant health included diagnosis and identification of the harmful organisms of animals and plants, risk assessment of the imports and the organisms, surveillance of the harmful organism, control and management of diseases and pests, development of quarantine treatments, etc. In the past years, through the efforts of many researchers from the public and private research institutes and universities, a great deal of research results and technology development have not only been employed to assist farmers, veterinarians, plant protection people and quarantine officials in resolving disease and pest problems in the fields and at the border, but also to provide scientific evidences for the establishment or amendment of the relevant laws and regulations, strengthening of the animal and plant health system and the phytosanitary consultations and negotiations with trading partners. In recent years, attention has also been paid to the protection of intellectual property. Innovation of scientific research and development relating to phytosanitary measures was encouraged and importance of intellectual property right was emphasized. |
