扎實推進設區的市地方立法工作為“四個全面＂戰略佈局提供堅實法治支撐

Promoting the Legislation of Cities with Subordinate Districts to Provide Solid Support of Rule of Law for the Four-Pronged Comprehensive Strategy

立法是法治的前提和基礎，修改後的立法法賦予所有設區的市地方立法權，這是我國立法體制的一次重大調整，也是推動人大工作與時俱進的一次重要契機，為此，必須扎實推進設區的市地方立法工作，為“四個全面＂戰略佈局提供堅實法治支撐。具體地說，首先，必須堅持黨的領導，確保地方立法正確的政治方向。其次，堅持依法立法，維護國家法制統一。再次，必須堅持問題導向，推進精准立法，確保地方立法質量。複次，必須堅持抓好“五個統籌建設＂，努力提高設區的市地方立法能力。最後，必須堅持高標準、嚴要求，做合格立法人。

Legislation is the premise and foundation for rule of law. The legislative power of cities with subordinate districts endowed by the amended Legislation Law of PRC was a tremendous transformation in our legislative system and a significant moment for National People's Congress to advance their work with time, and thus the legislation of cities with subordinate districts shall be promoted steadily to provide solid support of rule of law for the Four-Pronged Comprehensive Strategy. To put it concretely, firstly, the legislators must adhere to the leadership of the party to ensure the correct political direction of the local legislation. Secondly, they should persist in legislating in accordance with law and defend the unification of national legal system. Thirdly, the legislators must insist on question-oriented method and promote accurate legislation to ensure the quality of local legislation. Fourthly, they need to cling to Five Overall Arrangements and enhance the legislative capability of cities with subordinate districts. Lastly, they need to uphold high standard and strict demands to stand as qualified legislators.
