二次安倍內閣「積極和平主義」下之台日關係未來展望：從「台灣問題」到「台灣牌」之變遷

日相安倍二次執政後推動立基「積極和平主義」之外交與安保政策，藉由制定「新安全保障法制」、強化「美日同盟」、設立「國家安全保障會議」等具體作為，逐步實現其政治理念，建構以「美日同盟」為主軸之外交安保體系，展現出積極、務實與計劃性之二次安倍內閣特色。「積極和平主義」牽動亞太地區政局變遷，影響「台日關係」熱絡發展；本文以探討「積極和平主義」出發，聚焦安倍對台政策方針、雙方政府合作現況、政治領袖互動等議題，解析於此外交與安保政策對「台日關係」之影響與定位，試圖呈現二次安倍內閣「積極和平主義」下之台日合作未來展望與重要課題。

Japanese Prime Minister Abe advocates foreign and national securitypolicies based on the concept of “proactive contribution to peace” in hissecond administration. Actions such as the enactment of the new NationalSecurity Legislation, strengthening of the Japan-U.S. Alliance andestablishment of the National Security Council are put into practice hispolitical beliefs and to demonstrate his proactive and pragmatic second-termadministration as well as strategic planning. PM Abe’s strategy of “proactivecontribution to peace” affects the political situations in the Asia-Pacificregion and the development of Taiwan-Japan relations. This article examinesissues such as Japan’s foreign policy on Taiwan under the “proactivecontribution to peace” approach, the current condition of mutual cooperationbetween Taiwan and Japan, and the interactions between Taiwanese andJapanese political leaders. The influence of “proactive contribution to peace”on Taiwan-Japan relations is also analyzed.
