經濟發展與環境保護孰重？以蘇花公路山區路段改善計畫為例

Economic Development or Environment Protection Prioritized? A Case Study of the Mountain Road Improvement Program of Su-Hua Highway

經濟發展與環境保護究竟孰重孰輕，不同的立場、利益和觀念者，自有莫衷一是的看法。以「台九線蘇花公路山區路段改善計畫」為例，近來沸沸揚揚地成為眾人的討論焦點。究竟專業評估與常民判斷誰輕誰重？應由專業人士還是受結果影響的民眾決定政策？如果民眾的意見與專家的判斷不同該怎麼辦？這是值得探討的問題；關於環境保護與經濟成長的關係，經濟學家從成本效益分析，認為雖然從短期與個體角度來看，經濟成長與環境保護之間會有衝突。但是，長期與總體的來講，只要永續發展的政策不變，兩者之間並不必然是對立，理論上是可以兼顧的。這樣的理論提供了一般大眾和政府部門新的思考方向，那就是，經濟成長與環境保護之間不一定是抵換（trade-off）的關係，而政府部門如何在政策制定的過程中扮演其維持均衡的角色，此為觸發本研究動機。

Economic development and environmental protection actually varies inside, different positions, interests and ideas who own divergent views. To 'Taiwan nine line Suhua Highway mountain road improvement program' for example, has recently become the focus of discussion uproar crowd. What professional assessment and judgment of ordinary people who light who weighs? People should be a professional or affected by the outcome of a policy decision? If it is judged public opinion with different experts how to do? This is a question worth exploring; on environmental protection and economic growth relations, economists from the cost-benefit analysis, that although the short-term and individual point of view, there will be conflict between economic growth and environmental protection. However, long-term and in terms of overall, sustainable development as long as the policy remains unchanged, between the two are not necessarily opposites, in theory, can be balanced. Such a theory provides the general public and government new direction of thinking, that is, not necessarily swaps (trade-off) of the relationship between economic growth and environmental protection, and government departments on how to play it in the process of policy-making in maintain a balanced role, this is the trigger of this study motivation.
