卓越經營表現──以EFQM模式探討國家公園觀光發展

EFQM business excellence model to investigate the performance ─ National Parks Tourism Development

臺灣多元且豐富自然環境，成為了發展休閒觀光產業的利器。近年來觀光風氣的盛行，儘管帶進經濟的效益，但相對也間接影響當地的生態環境。而國家公園的設立，最重要的目的即是保護這些珍貴的資產，其管理措施是否得當，關係著環境是否能永續發展。因此，本文藉由文獻分析法，蒐集相關文獻，整理出目前國家公園營運上的重要議題，並參考應用全面品質管理理論達成卓越經營表現之案例，嘗試以EFQM卓越模型探討國家公園管理單位的經營措施及組織資源的應用。並建議管理單位應（一）深化與當地及相關管理單位之關係、（二）以發展在地特色與資源為目標，以及在營運上需（三）保持組織彈性及發展動態能力，以確保生態資源與觀光發展兩者間的平衡發展，使臺灣觀光產業得以永續經營。

Taiwan's diverse and rich natural environment, has become a tool for the development of the leisure industry. In recent years, the fashion of sightseeing, although brought economic benefits, but also indirectly affect the relative local ecological environment. The establishment of a national park , the most important purpose of that is to protect these valuable assets , and Therefore, this article through collecting relevant literature , collate and analyze important issues currently operating on a national park , the application of total quality management theory , attempts to explore the EFQM Excellence Model Management Measures National Park management units and recommended management units should be ( a ) deepen relationships with local and relevant management units , the ( b ) to develop the land features and resources as the goal, as well as on operational need ( c ) maintain tissue elasticity and develop dynamic capabilities , to ensure that both the ecological resources and tourism development between balanced development , so that Taiwan's tourism industry to be sustainable .
