When Japanese armies suppressed opposition forces in 1895, the first TaiwanGovernor Sukenori Kabayama considered that Keelung Port was the important harborbetween Taiwan and Japan, and it must been built as soon as possible. He tried to securefunding from the Japanese Cabinet, advanced to set up the Commission of KeelungHarbor Construction. In 1896, the Commission of Keelung Harbor Construction wasinstituted, and carried a variety of port investigation and measurement out. At this time,the Keelung Port was planned as a naval port for priority, and commercial port forsecondary. In the reason for 'correct construction of the port business policy', theCommission was stopped by the Governor Kodama Gentaro in1898, whichinvestigation was not over yet. Investigation affairs were handed over to the CivilDivision. The Commission proposed by Keelung Harbor Construction policy was verydifferent with the future construction of the port.
