抗戰前國民政府兵工署兵工委員會的人事分析（1928-1937)

A Study on the Personnel and Management of Ordnance Members of Ordnance Department in National Government before the War against Japan (1928-1937)

1928年北伐結束，國民政府於軍政部成立兵工署，負責全國兵工生產事宜。兵工署相當重視專業人才，因此形成特殊的人事管理做法；其轄下的兵工委員會，是羅致管理軍火生產專業人士的單位，對兵工署的人才選派與專業形象，具備重要的功能。
本文以1928年到1937年為時間範圍，從兵工委員會成立開始，透過對其不同時期組成演變的整理歸納，了解兵工署如何透過人事與管理的調整，使兵工委員會成為兵工生產重要的一環，以及國民政府整體國防觀念的形成過程。

After the Northern Expedition in 1928, the National government established the Ordnance Department, as the central administrative authorities of ordnance production. The Ordnance Department valued the professional staffs, and thus a special personnel management was formed. The Ordnance Council of the Ordnance Department was the unit of recruiting the new members and fostering them into the specialists. The Ordnance Council played very important roles on ordnance personnel and building up the professional image of the Ordnance Department. This study discusses from the establishment of the The Ordnance Department on 1928 to 1937, before the War against Japan. Though the study of the different periods and evolution, the process of the Nationalist government's overall defense concept are discussed.
