This study develops a network of cargo import process and information flows atan air cargo terminal and explores the causes and characteristics of delays in cargoprocessing. Using analytical methods, this research also constructs a process-delayand delay-propagation model and derives a process time evaluation algorithm.Delay-controlled strategies include changes in job sequencing and increases inprocess capacity at bottleneck operation zones, and process improvements areproposed for minimizing delays so as to achieve reductions in inventory costs. Anexample is employed to demonstrate the application and feasibility of the developedmodel and algorithm. Results of this study reveal that operations closer to the airside of the air cargo terminal have greater knock-on delays than start delays, whilethose in greater proximity to the land side have greater start delays than knock-ondelays. Results of this study can serve as references for cargo terminal operators inimproving cargo processing. |
