場域機會與犯罪預防──從北市東區夜店殺警案談起

The Opportunity of Space and It's Crime Prevention: a Case of Murdered Policeman in a Night Club, Taipei, Taiwan

2014/9/14凌晨臺北東區ATT4FUN夜店發生聚眾圍毆殺警之重大治安事故，說明環境犯罪學所強調之機會的重要性，恰也符合「一個錯誤的人，在錯誤的時間，到錯誤的地方，遇到另一個（群）錯誤的人，犯罪（被害）從而發生」的論述。對此案之有效避免，必須從破壞此4個錯誤的聚合，尤其事故的場域：夜店的管理與監控問題。分析內政部警政署的相關統計資料，與其他場所相較，發生在類似夜店性質的酒吧（廊、店）、PUB等場所的毒品犯罪、性侵害、性騷擾等刑事案件，並未有顯著的量多，此一客觀事實發現，顯然打破以往吾人對夜店等聲色場所的主觀偏見。惟在臺灣當前民粹文化簇擁下，本文仍不免俗地對類似夜店場所，提出學理上的建議，希能藉各方的努力，達成犯罪預防的終極目標：安祥和樂的生活環境。

A policeman was murdered in an ATT 4 FUN Nightclub, Taipei downtown, shortly after midnight, 2014/9/14. 'Crime opportunity' is the core theme of the environmental criminology, is also in line with 'a wrong person meet another wrong person on the wrong place at the wrong time.' While destroyed this aggregate '4 wrongs', especially in the field of management and supervision on the nightclub, we could prevent this police-murdered case. According to statistics by the Police Agency of Administration of the Ministry of the Interior, Taiwan, drug-related crimes, sexual assaults, sexual harassments and other criminal events occurred in the clubs bars (galleries, shops), PUB and the same other places have been no significant volume, compared with other places. The objective fact was that clearly break our previous, subjective bias on the nightclub. Surrounded by the current populist culture of prejudice on the criminal justice system in Taiwan, this article suggests some academic proposals of the management and supervision on the nightclub.
