The Reconstruction of International Rules and China’s Strategy in the Era of Global Value Chains

“全球價值鏈＂是當前國際經貿領域最明顯的時代特徵，一方面參與全球價值鏈、提升在全球價值鏈中的地位成為各國經濟發展的必由之路；另一方面國家競爭已經不僅限於資源稟賦的優勢，更重要的是吸引外商直接投資和促進服務貿易的規則優勢。隨著國際政治經濟格局的深刻變化，一方面我國要更加積極地餐與現行國際機制的改革與完善，貢獻中國智慧，注入中國元素；另一方面要以亞太地區為基礎，通過我國創立的亞洲基礎設施投資銀行和實施“一帶一路＂戰略新機制，推動全球治理體系變革，發揮引領作用，提出中國方案。

“Global Value Chans(GVC)＂is the most prominent characteristic of the current international trade and economy. On the one hand, It is inevitable for countries to boost their economy by getting involved and improving their positions in the GVCs；on the other hand, competition among states has not merely relied on endowment of resources but rather focuses more on rules edge, which can attract more foreign direct investment(FDI) and facilitate international trade in services. Along with profound changes of international political and economic situation, China should, on the one hand, offer Chinese wisdom and elements by actively participating in the reform and improvement of current international system; on the other hand, base in Asian-pacific region, play a leading role and put forward Chinese solution in promoting global governance innovation through“One Belt and One Road＂new strategic mechanism and Asia Infrastructure Investment Bank.
