In recent years, the '21st Century Maritime Silk Road' has become one of the significant strategic decisions of China. However, even more noteworthy is the external environment of 'Sea-Silk Road' is relatively serious, besides several traditional security issues like military conflict, political instability in countries around the Road, there are serious non-traditional security threats represented by piracy. A number of practical difficulties exist, such as complex geography and natural environment, constant transformation of pirate organization, serious deficiencies of existing international legal frame, and the continuing root cause of piracy without sufficient treatment. As one of the initiators of the 'Sea-Silk Road', China is also one of the countries suffering piracy most. Thus China should take both domestic and international responses, by deepening cooperation with countries along the line simultaneously to strengthen strike and deterrence against piracy. |
