The Belt and the Road initiative is a significant strategy to promote transregional economic corporation with Central Asia as a key area. However, China has not yet concluded any free trade agreement with any Central Asia country, while the Eurasian Economic Union (EAEU), leaded by Russia, has been officially launched. With the purpose to bring the Silk Road Economic Belt strategy into practice, to realize its integration with EAEU, and to deepen China's economic and trade relation with Central Asia countries, this paper suggests establishing a Trans-Asia-Europe Economic Partnership (TAEEP). With Central Asia, Russia, India and China as members, TAEEP aims to promote China's communication and interaction with Central Asia with the support of EAEU and Shanghai Cooperation Organization (SCO). In contrast with SCO Free Trade Area, TAEEP is compatible with Eurasian Economic Union and the system of checks and balances is beneficial to decreasing vigilance against each other. Compared with EAEU, TAEEP has the edge in economic driving ability, trade potential and complementarity. Thus EAEU and TAEEP can rely on each other and seek common development. |
