兩岸高等教育交流合作的歷史發展、現狀與前瞻

The History, Status Quo and Prospect of the Communication and Cooperation in Cross-Strait Higher Education

近三十多年來，兩岸關係雖然跌宕起伏，但兩岸高等教育領域卻得到大幅度的開放、交流與合作，成為兩岸關係正向發展的重要組成部分，並對兩岸民眾的政治認知、文化認知等產生了深刻的影響。2008年之後，伴隨著兩岸關係的和平發展，兩岸高等教育的交流與合作亦隨之蓬勃發展起來，兩岸高等教育多元互動格局已經初步形成。據此，筆者主張，當前及今後一段時間，兩岸高等教育的往來互動應該分階段、有重點的逐步推展。同時，應儘快加強兩岸高等教育的制度化建設，以提高兩岸互動的穩定性、規範性、安全性、緊密性和可持續性。此外，兩岸高等教育交流合作應更進一步推動更多優惠政策的制訂與出臺，以便增進並創造兩岸高等教育交流合作的優勢。

Although cross-strait relations have been going ups and downs in the past 3 decades, the opening, communication and cooperation in cross-strait higher education has been developing significantly. The higher education has become the most important positive point in cross-strait relations. And also, the higher education exerts profound influence to the people between two sides on political cognition, culture identity, etc. Since 2008, along with the peaceful development of cross-strait relations, the higher education has preliminarily formed a multi-interaction pattern. Accordingly, the authors advocate that, currently and in the future, the interaction in cross-strait higher education should be gradually pushed forward in a step-by-step and focused manner. At the same time, in order to enhance the stability, standardization, safety, compactness and sustainability of the interaction, there is an urgent need to construct the institutionalization of cross-strait higher education. In addition, with the communication and cooperation in cross-strait higher education further promoted, it is necessary to promulgate more and more preferential policies so that the cooperative advantages can be created and strengthened.
