技專校院安全衛生管理現況評估及因應對策之研究

Evaluation of Laboratory Safety and Health Management in Technical Universities and Colleges

近年來大專校園實驗室安全衛生事故頻傳，本調查為了解現今技專校院所存在之安全衛生管理相關問題，邀請專家學者組成訪視小組，以問卷調查及訪視之方式，選擇三十二所技專校院，針對其安衛管理組織架構、預算編列及執行、安全衛生管理工作現況及法規執行情形等問題，進行評估，並提出因應對策以有效規劃及推動安全衛生管理相關工作，以作為各級學校推動之參考。調查結果顯示技專校院實驗室安全衛生工作仍有許多困難處，如經費、專責人員、法令適切性等需要與各相關單位溝通並取得其協助。

This study aims to explore the problems regarding management of safety and health since college and university laboratory accidents are occurring at an alarming rate recently. Questionnaire survey, observations and expert interviews are conducted in this research.32 technical colleges are sampled. Problems are indetified and evaluated carefully for the better understanding of the structure, budget, activities and the regulatory compliance of management system of safety and health. Recommendations for activities effective planning are made. Also, implications for implementing safety and health related activities are made. All of these can be used as crucial references for improved laboratory safety and health management of Taiwan's technical universities and colleges.
