Introduction to the Hospital Accreditation System of Japen

鄰國日本現有9200 家醫院，自1995 年由厚生省、醫師公會等相關團體成 立財國法人醫療評價機構（JCQHC） ，以第三者評鑑的方式，於1997 年正式開 始辦理醫院評鑑的工作，目前1340 家申請評鑑的醫院中，有1076 家醫院通過 評鑑'獲評通過率為80.3% （第一次通過率為30% '其餘為有條件之通過）。該國評鑑系統之特色為由醫院自願申請並繳費參加評鑑'與美、加、奧等國 類似，實地評鑑時，分為醫療、管理、護理等三組進行。對於評鑑委員之遴 選，有明確的資格訂定，受聘委員並需接受完成的訓練，才可以正式擔任委 員。2002 年4 月JCQHC 醫院評鑑的結果正式與健康保險給付結合，即評鑑通 過者可獲得較好之保險給付，申請參加評鑑的醫院亦逐年增加。在醫院評鑑 結果的部分，目前採公開上網及印製書面資料等雙軌並行，將個別醫院評鑑 結果摘要及各細項成績全部公開，供民眾就醫時參考。

In Japan, there are 9,200 hospitals. Japan Council for Quality Health Care was established by the Ministry of Health, and Welfare, Japan Medical Association and so on in 1995. The Hospital accreditation program was started as the third-party system in 1997. 1,340 hospitals are surveyed and 1,076 hospitals are accredited (accreditation rate; 80.30%) in 2003. The first time pass rate was 30%. The characteristics of Japan hospital accreditation are fee-basis and self-applied as same as US, Canada and Australia. It divided into medical, administration, and nursing three groups at on-site survey process. JCQHC surveyors are volunteer physicians, nurses and administrators who are qualified and screened by the Surveyor Training and Education Committee. The results of the hospital tied on the health insurance in JCQHC on April, 2002. Its summaries and scores are published on the website and documented in public. Those are useful to patients when they go to hospitals.
