提昇醫院頂樓安全之創新方案－－以南部某區域醫院為例

An Novel Method in Improving The Safe of Hospital Roof –Take One Regional Hospital in The South of Taiwan as An Example

台灣地區的自殺死亡率逐年上升，從1997年起連續11年名列台灣人民的十大死 因。自殺是一種過程，從意念、行為到自殺死亡；常見的自殺死亡方法有上吊、一氧 化碳中毒和跳樓，尤其是六樓以上高樓和跳樓自殺死亡率有著高度的相關性；目前研 究證實有效的自殺防治策略為『對致命方法管制』，頂樓門禁即是其中之一。但是醫 院常礙於法規限制與消防安全考量，須保持走道通暢，而無法實施頂樓門禁，該院亦 是如此，因此於2006年發生一件門診病患自院區頂樓跳樓自殺身亡的憾事，為此院方 組成團隊提出『磁力門鎖』的創意與應用，希望從系統層面防止此類事件的發生。經 過團隊努力，2007~2008年期間不再發生跳樓憾事，也因此減少了巡邏的人力成本，額 外獲得了病患逃跑和失竊事件降低的附加價值；希望能藉此專案的分享與推廣，造福 更多民眾。

The mortality rate from suicide was increasing in Taiwan, year by year. Since 1997, it had ranked in the ten major causes of the Taiwanese death for 11 years. Suicide belonged to a kind of course-from idea, behavior to suicidal death. People hanged, poisoned by the carbon monoxide (CO) and jumped out of the building were the common suicidal methods. An altitude of the building was over the sixth floor and suicidal mortality from jumping out of the building had high relevance especially. There is many research reports have proved that the effective tactic for suicide prevention is 'control the fatal method' at present, the entrance guard of the roof is one of the methods. But the hospital often needed to keep walking without obstruction because of legislation restraint and the security against fire, it was unable to close the entrance of the roof. The Chia-Yi Christian Hospital couldn’t be also out of the ordinary. The regret accident of committing suicide took place for a patient to jump out of the building from the hospital roof in 2006. For this reason, the hospital made up a team to propose an intention and application of 'magnetic force lock', hoped to prevent the occurrence of this kind accident by the systematic control. Through the devices set up, the regret accidents hadn’t recurred again for jumping out of the building between 2007 and 2008, the expense of patrolling manpower had reduced, too. These incidents that patients run away and property was stolen could be reduced, they were the added gains. Wishing to share and popularize the special project, benefiting more people.
