國外智庫建設經驗及其對我國知識產權智庫建設的啟示

The Experience of Foreign Think Tanks and the Inspiration to the Construction of Intellectual Property Think Tank in China

作為現代智庫的發源地和國際頂級智庫的聚集地，美國和歐盟在智庫建設上的成熟經驗值得我國借鑒，包括保持智庫的相對獨立性、“旋轉門”機制、完善的內部管理體制等。我國知識產權智庫建設應當處理好智庫與政府的關係，充分發揮高校和民間知識產權智庫的作用，加強交流合作，提升國際化水准，增強知識產權國際話語權，同時創新智庫管理體制，激發智庫活力。

As the birthplace of modern think tank and the gathering place of international top think tanks, the United States and the European countries have much mature experience in the think tank construction, which is worth learning for China. Maintaining the relative independence, “revolving door” mechanism, and effective management system are all important for a think tank. In order to construct more excellent IPR think tanks in China, we should deal with the relationship between the government and think tank, give more play ground to the university think tanks and private think tanks. We need to strengthen the cooperation among think tanks, and improve the internationalization level as well as the international discourse power. At the same time, we should improve the think-tank management system and stimulate their vitality.
