The IP Work of Enterprises and the Requirements of Policies

企業知識產權工作在整個知識產權工作中處於核心地位，一方面，企業是創新的主體；另一方面企業是成果轉化和知識產權運用並實現價值的主要載體。事實上，現代知識產權制度基本是從企業競爭和全球發展的實踐中發展起來的。從全球產業競爭的角度來看，GDP位列世界第二的中國，其產業也無疑已經處於世界舞台的中心。市場和產業的全球化對我國產業政策與實踐，特別是知識產權的政策與實踐提出了全新的要求。在這一背景下，中共中央在“創新驅動發展戰略”“建立社會主義法治國家的治理方略”的基礎上，提出了“嚴格的知識產權保護”，乃至知識產權強國戰略，將對我國知識產權工作產生更為實質和廣泛的影響。

The IP work of enterprise is more important than the requirements of policies. However, China's current IP work has developed too fast. This problem is due to the enterprises themselves and the government’s guidance. China's intellectual property development history can be divided into three stages. Chinese enterprises’ IP management work needs to seek a new balance and a new state in the background of development and reform. For the IP work of Enterprises and the requirements of policies, my suggestions are:paying more attention to protecting intellectual property;strengthening the unification and simplification of administration; amending our Intellectual Property Law to improve legal environment and innovation environment of China;establish a new order which is equally valued technology and law. Through a combination of industry and intellectual property, it’s possible for us to build the future of industry and the future of intellectual property.
