我國核安全許可制度的體系梳理與完善

On the Improvement of the Nuclear Licensing System in China

在我國核電大發展的背景下，核安全許可制度對於確保安全前提下的核能利用具有重要意義。我國通過各種層級的法律法規初步建立了由核設施許可、核活動許可、核物質許可、核活動從業資質許可構成的核安全許可制度體系。面對核安全監管的緊迫需求，我國還需從核安全許可立法體系和管理體制兩方面對核安全許可制度進行完善。正在制定中的《核安全法》應發揮核安全基本法的作用，對現有的核安全許可進行統籌安排。

Nuclear license will be enormously important to ensure the safety in the great development of nuclear energy. In China, there are a series of laws and regulations regarding the nuclear license, which formed a simple nuclear license framework consisting of nuclear facilities license, nuclear activities license, nuclear material license and nuclear qualifications license. In order to match the situation of the practice of nuclear safety management, the legal system of nuclear license and administrative system should be improved. The Nuclear Safety Law in process should serve as a fundamental law and give overall considerations to all kinds of nuclear license.
