從世界經濟發展史看，制度的品質決定著經濟社會的可持續發展。金融危機衝擊不同經濟板塊，對各產業段產生不同影響。中國經濟社會發展呈現新格局，多重矛盾疊加。同時，中國經濟現代化要翻越“三座大山”，其中包括“拉美陷阱”、“西班牙幻影”、“日韓困境”。因此，須全面制度創新，走出經濟陰霾，構建人文社會普遍服務體系，防止陷入“拉美陷阱”；構建產業社會普遍服務體系，避免“西班牙幻影”；構建知識社會普遍服務體系，謹防“日韓困境”。

The sustainable development of economy and society is determined by the quality of institution in the perspective of world economic development. The financial crisis is shocking different economic zones, and takes different effects on industries. Simultaneously, the economic and social development of China is presenting new pattern, and multiple contradictions is superimposing. The modernization of China needs crossing “the three big mountains”, which include Latin America’s Traps, Spanish Phantom, and Japan’s and South Korea’s Dilemma. Therefore, comprehensive institutional innovation is indispensable in order to get rid of economic haze. Construct humanities and social universal service system to prevent Latin America’s Traps; construct industry and social universal service system to prevent Spanish Phantom; and construct information and social universal service system to prevent Japan’ s and South Korea’ s Dilemma.
