A Smarter City: Reflection on Innovation Driven, Coordination of Policy and Legal Protection

城鎮化是自然歷史過程，是人類社會發展的客觀趨勢。而智慧化是城鎮現代化的必由之路，也是促進社會全面進步的必然要求。在經濟全球化、創新全球化的大背景下，以物聯網、雲計算、大資料採擷為代表的新一代資訊技術與“互聯網+”行動計畫，將催生集約、智慧、綠色、跨界、低碳、再生的智慧城市升級版。堅持創新驅動，推進新型工業化、資訊化、城鎮化和農業現代化，完善頂層設計，探索智慧城市建設及其複雜的政策與立法問題，推進智慧城市沿著法制軌道科學發展，是實現新常態下中國經濟轉型升級和可持續發展戰略的重大選擇。

Urbanization is a natural historical process as well as the objective tendency for leading the development of human society. Wisdom is necessary for urban modernization and social comprehensive progress. In the context of economic integration and innovation globalization, next-generation information technology such as Internet of things, cloud computing and big data mining together with “Internet Plus” action plan, will lead to intensive, smart, green, trans-boundary, low-carbon and renewable smart city in an upgraded version. To achieve sustainable development strategy as well as China’s economic transformation and upgrading under the new normal, we should persist in innovation driven, advance new-type industrialization, informatization, urbanization and agricultural modernization, improve top-level design, explore the construction of smart city with its complex problems of policies and legislation, and make the development of smart city along the legal track.
