設立教育研究機構的功能與建議

The Functions and Recommendations for Eslablfahing an Educational Research Institute

多年以來，教育研究是我國教育行政及教育領域中最弱的一環，本文試圖提出具體的建議方案，希望促進我國設立一個常設的教育研究機構。當前我國設立教育研究機構的功能有四：（1）解決當前教育問題，提供教育決策之參改；（2）研究現在或未來各種教育改革；（3）研究中國大陸教育現況或問題；以及（4）研究世界各國教育改革動向，作為改革我國教育之參改。本文在比較世界各主要國家的教育研究機構後，建議成立財團法人中華教育研究院或成立國立中華教育研究院，並規劃設立教育研究院的組織系統。

For many years, the research work in education has been the weakest portion not on1y in the domain of educational administration, but also the other areas of education. The aim of this paper try to propose concrete programs in order to urge the establis-hing of a permant research institute of education. There are four functions can be avai1ed when the permant research institute has been set up: (1) To resolve the current educational issues in order to provide the recommendations for decision-making. (2) To study the present and future educational reforms. (3) To examine the current situation and problems of education in China Mainland. (4) To investigate the world orientation of educational reforms. After contrastion the other countrys’research institute of education. this paper suggests to set up an educational research institute of juridi cal person or a national research institute of education in the R.O.C.and then to design its orgnizational system.
