當前臺灣的青少年問題及其教育對策

The Juvenile Delinquency in Taiwan and Its Solutions of Educational Strategies

青少年問題不僅是一種世界性的問題，而且也是一種科際性的研究。儘管「事先預防」與「事後輔導」是各相關機關，尤其是教育、社政與法務單位共 同努力推動的措施，惟解決青少年問題的治本工作還須仰賴教育的力量。因此 ，本文首先依據司法院近十年來（民國六十八至七十七年）司法案件分析與有 關少年犯事件及少年管訓事件之統計資料，分析青少年問題的形成因素，並從「強化家庭教育」、「革新學校教育」與「推行社會教育」等教育的三個層面 試求解決之道，藉此引起家庭、學校與社會的重視，以共同締造安和樂利的社會。

Juvenile delinquency is not only a worldwide problem, but also an inter-disciplinary study which deserves more intensive research. Although some concerned administrative offices particularly those in charge of education, social and judicial affairs have taken many preventive measures and post-counseling, however, the fundamental soulutions still seem to rely on the power of education. This article begins with the analysis of the factors which cause juveni1e delinquency based on the statistical redords of the Judicial Yuan in 1ast ten years on juvenile crimes and post-counseling cases. The author then suggests to solve the problem by means of strengthening fami1y education, renovating school education and promoting social education in order to arouse the attention of families, schools and the whole society to jointly create a peaceful and harmonious society.
