在全球化背景下，我國在國際投資領域的身份發生了混同。作為審查制度核心內容的審查標準的設計必須考慮這種雙重身份。我國現有的審查標準並沒有真正考慮到身份混同因素，在價值取向、具體內容等方面都存在不足。考察制度較為健全、同樣具有雙重身份的發達國家的相關立法，它們在審查標準的四大核心內容上都有值得我國借鑒之處。因此，我們應當充分考慮身份混同的因素，吸取發達國家的經驗，完善審查標準的四大核心內容。The identity of our country is confused in the field of interna-tional investment. We must take into account the dual identites when designing the standards of national security review for the standards are the core contents of this system. There are many problems in the present standards of our national se-curity review for we did not really take into account our dual identities. The stand-ards of review of developed countries with dual identites are worthy of reference in four core contents . Therefore, on the basis of fully considering our dual identi-ties, we should improve the core contents of the standards of review by learning from the experience and lessons of western countries.
