This research aimed to establish comprehensive analysis framework of information education policy. Literature review of education policy analysis was examined to sort out the analysis framework. Then, Taiwan, Japan, and South Korea were analyzed with content analysis method and comprehensive analysis framework to analyze their information education policy. The variables of analysis framework included: 1. identifying existing problems, and taking into account the inherent principle of the educational function and other factors when setting policy goals. 2. the characteristics of policy makers, the features of policy formulation process, points of view and technique when formulating policies, and the overall quality of policy. 3. the total preparation of policy implementation and the measure and strategy when carrying out policy. 4. the extent of
policy accomplishment and the influence of policy. When adopting comprehensive analysis framework of information education policy, framework variables could be flexible as long as it retained its inherent spirit.
For follow-up study, questionnaire survey and focus interviews method were recommended to further understand the content of the variables. |
