This study aims to explore the digital cultural capital theory and index. My country has promoted policies such as digital citizenship, cloud application, and rural digital application in recent years. From May 2021 to June 2022, due to the expansion of the COVID-19, schools stopped student go to school and implemented distance learning at all levels of school, and the physical digital resources of the school will be replaced by the digital resources in each student’s family; but ’’digital resources’’ and ’’digital cultural capital’’ owned by the family were not mentioned in the original research on Pierre Bourdieu’s ’’cultural capital’’. Therefore, ’’cultural capital’’ can no longer accurately describe interaction and dialogue with information technology, urgently needs to incorporate ’’digital aspects’’ into cultural capital to construct digital cultural capital to reveal the differences among individuals. This research method adopts Fuzzy Delphi, invites 8 scholars to form an expert group to conduct three Delphi questionnaires, and uses fuzzy theory as the basis for statistical analysis of the questionnaires, and constructs digital cultural capital theory and index in this way.
