This paper draws on media framing as our theoretical view to discuss how nuclear power technology is understood, interpreted, or socially constructed in Taiwan. We use the topic modeling method to analyze newspaper articles collected from the Liberty Times and the United Daily News from 2004 to 2021. The results show that five topics are used to frame nuclear power technology in a debating discursive process: technology controversy, referendum, environmental protection, energy transition, and economic development. We further point out that framing dynamics are shaped by critical events, such as the taking effect of the Kyoto Protocol, Fukushima nuclear disaster in Japan, and 815 power outage. Finally, gaining or losing legitimacy appears to be more subject to negative technology frames (such as power outage) than positive technology frames.
