To identify key strategies for the promotion of Dementia-friendly Communities on the outlying island archipelago of Penghu, this study employed the Analytic Hierarchy Process to explore the diverse perspectives of experts. The results reveal that the top five strategies ranked in order of priority are: providing dementia-friendly training to residents, enhancing dementia-friendly environments in communities, establishing dementia-friendly community services on the outlying islands, connecting dementia-friendly organizations, and improving dementia-friendly medical care on the outlying islands. Based on these findings, we propose the following recommendations for practitioners and policymakers: prioritize the implementation of dementia-friendly resident training programs in target communities, apply the principles of dementia-friendly environmental design to enhance community inclusiveness, assist communities in launching dementia-friendly services, supplement the limited healthcare capacity of the outlying islands with accessible dementia diagnosis and care services, and effectively utilize social capital on the outlying islands to form strategic alliances for dementia-friendly initiatives.
