遺忘之島－澎湖失智友善社區之建構策略探討

The Forgotten Island: Exploring Strategies to Construct Dementia-Friendly Communities in Penghu County

本研究為瞭解失智友善社區在澎湖離島推動之關鍵策略，主要以層級分析法（Analytic Hierarchy Process）探討多元專家之觀點。研究結果發現，離島推動失智友善社區之策略目標依序為：社區包容與支持、改善照護與服務、提升社區意識／去除汙名化與賦權失智者；排名前五之優先策略依序為：友善居民訓練、改善社區友善環境、離島友善社區服務、連結友善組織以及離島友善醫療照護。根據研究結果提出之建議為：優先於目標社區推行失智友善居民訓練計畫、運用失智友善社區環境設計原則提升環境友善性、輔導社區開辦失智友善服務、以失智便利診療服務補足偏遠離島醫療量能及善用離島社會資本並組建失智友善策略行動聯盟等，供實務及政策推動者參考。

 

To identify key strategies for the promotion of Dementia-friendly Communities on the outlying island archipelago of Penghu, this study employed the Analytic Hierarchy Process to explore the diverse perspectives of experts. The results reveal that the top five strategies ranked in order of priority are: providing dementia-friendly training to residents, enhancing dementia-friendly environments in communities, establishing dementia-friendly community services on the outlying islands, connecting dementia-friendly organizations, and improving dementia-friendly medical care on the outlying islands. Based on these findings, we propose the following recommendations for practitioners and policymakers: prioritize the implementation of dementia-friendly resident training programs in target communities, apply the principles of dementia-friendly environmental design to enhance community inclusiveness, assist communities in launching dementia-friendly services, supplement the limited healthcare capacity of the outlying islands with accessible dementia diagnosis and care services, and effectively utilize social capital on the outlying islands to form strategic alliances for dementia-friendly initiatives.
