Community rooting refers to deepening the foundation at the grassroots level, while also focusing on network connections among stakeholders and enhancing community awareness, social participation, and social capital. Since 2017, the Community Empowerment and Development Center of New Taipei City has upheld a dual-track approach, which includes: (1) policy objectives and (2) vision objectives, and four stages: (1) establishment of brand and community inventory, (2) community capacity building and welfare community promotion, (3) development and deepening of social welfare issues, and (4) development of diverse issues. The effectiveness includes: (1) enhancement of community participation and sustainability, (2) consensus as the foundation of community rootedness, (3) task grouping towards structured development, and (4) realization of vision objectives as the core of rootedness. Finally, two points are proposed for future concerns: (1) deepening the roles of community empowerment practitioners and translators, and (2) strengthening resilience and endurance in the face of changes.
