This study examined the development process of a community-based social enterprise (CBSE) to understand the social capital used by CBSE in innovative services. This study took the social enterprise of Dongpian Baoshi Village in Pingtung County as the research target. The findings indicate that social capital used in the development of CBSE includes the following: organizational norms and institutions, common ideas of the members, the mission and responsibility of the community and social enterprise, interactions with the community, the trust relationship with the community, multiple channels for obtaining resources, and the social network. Social enterprise innovation based on social capital includes organizational norms and institutions, interactive strategies with the community, and multiple channels to obtain resources. Recommendations for developing social enterprises can be divided into suggestions for the organization and the public sector.
