Every person should have the equal-access right and fair-use opportunity to the urban open space. Taiwan has been moving towards an aged society which changes people needs of urban-park facilities, and this is important for the municipal officers to set up new policies for parks. 869 users in Taiwan urban parks were examined for their opinions for applying universal design on the entrances, paths, zones, facilities and signs of urban park. Statistic results show that people of different age-categories had different needs on various park facilities, although, young people, not aged people, had most different opinions compared with other people had. Park scale would impact on users’ needs on park facilities, while the community-park users had various needs compared with other park users. Except equal-access to park, the fair-using of park may be achieved by applying universal-design to park service in order to meet with different using needs from different communities and people in different scaled parks.
