Within the context of urban modernization and globalization, the evolution of leading cities depends not only on the so-called “hard power” but also the “soft power”. Kaohsiung City, Taiwan’s sub-capital and second largest city located in the south of this island, has been experiencing a unique route of urbanization, democratization, and human rights reform unique in East Asia. In 2009, Kaohsiung City government formally established a Human Rights Commission committed to the universal human rights values. Based on the SWOT analysis, this article argues, Kaohsiung City will lead the way to a new political culture center in East Asia by carrying out the United Nations human rights city project. |
