中共解放軍現代化的軍事改革，是以打贏信息化戰爭為追求目標。 2005 年是一重要的轉變時期，主要特徵在於胡錦濤，將「跨越式發展」 轉變為「打贏信息戰」指導調整的軍事改革要求，並推動適應信息戰 條件的建制與裝備系統的部隊。在此基礎上，習近平開始推動組織體制改革，區分作戰與管理系統，組成新的戰區制度，讓解放軍脫離大陸軍的舊體系，將形成在信息戰爭中具有聯合作戰能力的新部隊。
