This paper examines how human rights organizations promote organizational transformation and youth empowerment through systematic strategic management. Taking Amnesty International Taiwan as a case study, it analyzes how the Taiwan Section, building on stable resources and an established governance system, independently developed its“2026-2030 Youth Development Strategy.”At the same time, this strategy served as an experiment in organizational strategic capacity-building, through which the organization developed dynamic adaptive capabilities through trial, error, and iteration. The strategy implementation process began with the establishment of a shared strategic language. By applying the SPTSi framework, the organization differentiated between strategy, governance policies, and implementation practices. The process also introduced the Pyramid Principle and the MECE principle to construct an issue tree, systematically mapping internal and external understandings of youth positioning within the organization. In addition, through the“Strategy Foundry”process, the organization conducted in-depth interviews and questionnaire surveys with stakeholders to diagnose key structural challenges facing the organization. Finally, this paper reflects on the significance of this strategy formulation for organizational governance methods at three levels: (1) the establishment of methodology; (2) team capacity-building; and (3) governance awareness. In the process of developing an organizational strategic methodology, the organization itself also strengthened its governance capacity. |
