The War of Spies: How China’s Intelligence Services Are Infiltrating Taiwan—and What Europe Must Learn from It

This study examines the People’s Republic of China’s（PRC）systematic preparations for a potential conflict with Taiwan and，beyond that，with Western democracies. Drawing on academic literature，primary sources，Taiwanese security agency reports，international think tank studies，and background discussions with intelligence and government experts in the Republic of China（ROC），the analysis addresses how Chinese security and intelligence services influence，infiltrate，and destabilize Taiwan’s strategic，psychological，and social landscape. The central thesis is that Taiwan serves as the“laboratory”for Chinese influence operations in the 21st century：the methods Beijing tests in Taiwan serve as a model for global application against democratic states，particularly in Europe and the United States. Classic intelligence operations，United Front work，cognitive warfare，and hybrid influence strategies combine to form a comprehensive“overall operation”that goes far beyond traditional espionage. Taiwan is thus not only a stage but a testing ground for a new form of political-strategic confrontation whose primary goal is not only military con con-quest but the psychological paralysis of the adversary.
