在全球氣候變遷的情境下,暴潮和人類活動更增加沿海區域的災害風險與不確定性,雖世界各國多以工程手段降低災害衝擊,但2020年代後倡議的自然解方被認為能更根本地解決人類面對的環境與社會挑戰。其中,著眼於降低災害風險的生態防減災(Ecosystem-based Disaster Risk Reduction)研究,仍多聚焦於生態系服務之計量,而忽略其社會意涵。因此,本研究以桃園草漯沙丘為例,探討公民科學家監測與巡查沙丘、記錄海洋廢棄物等行動中,如何參與海岸沙丘的生態防減災及其何以促成沿沙丘鄰里之社會–生態韌性。本研究運用參與式觀察及深度訪談搜集一手資料,輔以政府文件和臉書貼文等二手資料,分析公民科學家與生態防減災的關係。研究結果顯示,公私部門與專家學者構築的多中心結構,能鼓勵學習、擴大參與並提升個人與集體治理之可能。公民科學家的參與不僅增強了其對沙丘生態系的認同感,更據以提升周遭社區凝聚力。這種由公民科學家貢獻資料、協作分析數據並逐步邁向共同規劃與執行的參與模式,有助於維護以沙丘為核心的社會–生態系之整體健康,從而提升其作為天然屏障保護人類社會的生態系服務。
英文摘要
In the context of global climate change, storm surges and human activities further exacerbate disaster risks and uncertainties in coastal areas. While many countries have relied on engineering solutions to reduce disaster impacts, nature-based approaches, which have been advocated since the 2020s, are perceived to address environmental and social challenges more fundamentally. Among these, research on ecosystem-based disaster risk reduction (Eco-DRR), which focuses on reducing disaster risks, has predominantly concentrated on the quantification of ecosystem services, often overlooking its social implications. Therefore, this study uses the Caota Sand Dune in Taoyuan as a case study to explore how citizen scientists engage in Eco-DRR efforts for coastal sand dunes and how such involvement contributes to enhancing the social-ecological resilience of the surrounding dune communities. This research employs participant observation and in-depth interviews to gather primary data, supplemented by secondary sources such as government documents and Facebook posts, to analyze the relationship between citizen scientists and Eco-DRR. The study finds that polycentric governance among public, private, and expert actors fosters learning, broadens participation, and enhances both individual and collective efficacy. Citizen scientists’engagement not only strengthens identification with dune ecosystems and community cohesion, but also contributes to data generation, collaborative analysis, and co-design efforts that sustain ecosystem health, enhance disaster defending capacity, and ultimately build socio-ecological resilience in dune landscapes and adjacent communities.
