In order to keep up with the global innovation competition, Taiwan has promoted R&D institutions to spin out startups recently. In recent years, the UK has actively promoted lots of policies related to application and commercialization of scientific R&D results, such as setting up a Government Office for Technology Transfer as a policy promotion unit, developing and exploiting knowledge assets (KA) through the Technology Transfer Strategic Partners Programme, releasing “︁the Rose Book’’ as a guidance on the management of KA in government, proposing innovation funding landscape for UK innovators to access the right type of finance at the right time in order to grow, building a strong KA network to share advice and learn from one another across the public sector, through the Knowledge Asset Capability Enhancement Programme to upskill public sectors in KA Management, launching the Public Research Innovation and Market Accelerator Programme for public sector innovators to test whether there is a market for their idea, product or service. Under the case of UK, we found that Taiwan has already conducted similar policies and measures, and there are other aspects that are worthy for reference. |
