This study provides an in-depth exploration of the service efficacy (''neng'') and challenges (''nan'') faced by Family Childcare Service Agencies (FCSA) within the current childcare system. Entrusted by the government, FCSA serve as a vital link connecting policy, family childcare providers, and parents. _eir responsibilities include the registration, management, matching, guidance, supervision, inspection, and dispute resolution of childcare services, all aimed at ensuring the well-being of children and enhancing the quality of care. However, family childcare services supervisors face significant pressures, including heavy workloads, professional knowledge deficits, and challenging work environments. Through an analysis of FCSAs' service overview, capacity, functions, and systemic framework, this study—utilizing _eld observations and case studies—deconstructs their capabilities and dilemmas in management, guidance, supervision, and building trust-based communication. Finally, this research proposes practical strategies for optimizing the interactive ecosystem of these agencies. |
