COVID-19 and the Development of Belt and Road Initiative

本文分析中國大陸自2013年提出「一帶一路」倡議以來的進展及所遭遇到的質疑，尤其是在2020年1月爆發新型冠狀病毒疫情後，究竟對「一帶一路」的進程是否造成了影響？本文首先說明新冠疫情對中國大陸經貿雖造成衝擊，但隨著疫情控制的成效現已呈現快速復甦的趨勢。
在此背景下，本文進一步分從國際情勢的變化、「一帶一路」倡議在歐洲的進展、債務陷阱的指責與爭議、疫苗外交與公衛合作等面向，分析「一帶一路」倡議在新冠疫情前後的推動情形，乃至於是否因新冠疫情的爆發反而凸顯了「一帶一路」的成效？本文結論認為，「一帶一路」倡議可成為中國貢獻給全世界的重要公共產品，因為它體現了民胞物與天下一家的中國傳統理念。

This article discusses recent progress of the China’s“Belt and Road”initiative and the problematic it has encountered, especially since the outbreak of the COVID-19 in January 2020. It first explains that although the COVID-19 epidemic has serious impact on Chinese industrial production, it maintains a trend of rapid recovery and the revival of world economy. In this context, this article concentrates on the following topics: gradual transformation of international interactions, the progress of the ''Belt and Road'' initiative in Europe, the accusations and disputes of debt traps, vaccine diplomacy and public health cooperation, etc.,
Moreover, this article analyzes the issue that the ''Belt and Road'' initiative has become an important engine as well as a public product of world economic development. It not only embodies traditional Chinese concept that“people are my brothers ,”but also that“all under heaven belong to one family”. It is a realization of the concept of“Chinese Commonwealth.”
