On May 13, 2025, the China-CELAC Forum (CCF) celebrated its fourth Ministerial Meeting in Beijing, with the presence of presidents from Brazil, Chile and Colombia, and the ministers of foreign affairs from member states who were hosted by Chinese President Xi Jinping. This event marked the forum’s 10th anniversary, although under very different circumstances from those of its creation. Originally conceived as a space that would contribute to a more comprehensive regional integration project, the Community of Latin American and Caribbean States (CELAC) has undergone multiple crises, and it is far from functioning as a legitimate unified platform representing the interests of its members. For that reason, the CCF has been seen as limiting the influence of Latin American leaders in their interactions and dialogue with Beijing. In this essay, I present the evolution of CELAC as a type of multilateral or post-hegemonic regionalism, as well as the development of the CCF, together with the three main narratives that have been advanced in their analyses. |
