社區共同體視角下中國大陸社區居民參與的問題與重塑

The Problems and Reshaping of Community Residents’ Participation from the Perspective of Community Governance in Mainland China

構建社區共同體是當前中國大陸社區建設的重要目標，對推進社區治理現代化和實現基層社會善治，均具有重要意義。而構建社區共同體的目標，是把共同生存和生活的社區變成我們的物質和精神的家園，在構建社區共同體的過程中，社區居民作為社區的天然主人，在多元共治的社區治理結構中，具有最為突出和重要的主體性地位，發揮著最為根本和關鍵的主人翁作用。因此，居民參與是保障社區發展的內源動力，也是構建社區共同體的核心要義。
本文分析和解構了中國大陸構建社區共同體實踐中居民參與的迷思情形，並試圖從利益協調、機制建設、建構公共精神三個層面，重塑社區共同體實踐中居民民主參與機制。
