Analyzing the Whole-Process of People's Democracy in Mainland China

2019年底，習近平宣告建構完成以設置基層立法聯繫點為表徵的「全過程人民民主」，其後在官方發表的《中國的民主》白皮書中，表明這套民主模式具有中國儒家民本思想的成分。同時，白皮書中針對西方自由主義民主產生的病弊，強調中國的民主更重視成果和實質民主，並以能為人民創造福祉而獲得高度信任度為證明。
本文首先介紹中國大陸正式建立基層立法聯繫點的制度後，始宣稱建構完成全過程的人民民主模式。其次，本文說明「全過程」係指從選舉決策者、決策過程到決策結果評估或反饋的整個政治過程。再者，由於人民對政府功能的期待與西方不同，本文指出中國大陸人民傾向以儒家民本思想來理解民主，故關切的重點在於強化政府治理效能以獲得人民支持的實質民主，而非人民以直接投票方式選出政治決策者。

At the end of 2019, Xi Jinping announced the construction of a ''whole-process people's democracy'' characterized by the establishment of“local legislative outreach offices”. Later, the officially published white paper- '' China: Democracy That Works '' stated that this democratic model contains the Confucianism that people are the foundation of a state. At the same time, in response to the ills of Western liberal democracy, the white paper emphasizes that Chinese democracy pays more attention to results and substantive democracy, and is proved by the high degree of trust that can create well-being for the people.
This article explains that the“whole-process of people's democracy”has been constructed after the formal establishment of the“Local Legislative Outreach Offices”Second, this article points out that the so-called ''whole-process'' refers to the entire political process from the election of decision-makers, the decision-making process to the evaluation or feedback of decision-making results. Furthermore, because the Chinese people’s expectations of government functions are different from those in the West, this article points out that Chinese people tend to understand democracy with the Confucian“Min-ben”thought, so the focus of people’s democracy is substantive democracy, that is, to strengthen government's efficiency in Serving the People, not concerned with the right to vote.
