At the end of 2019, Xi Jinping announced the construction of a ''whole-process people's democracy'' characterized by the establishment of“local legislative outreach offices”. Later, the officially published white paper- '' China: Democracy That Works '' stated that this democratic model contains the Confucianism that people are the foundation of a state.
