In the absence of global digital trade rules and the varying provisions of regional trade agreements, the Digital Economy Partnership Agreement has introduced new ideas for international digital economy with its specialization, openness and inclusiveness. At present, some progress and achievements have been made in the governance of the“Digital Silk Road”, but there are problems of fragmentation of rules and the frequent use of soft law, alongside some common global digital economy governance challenges. The modules of the Digital Economy Partnership Agreement and the coexistence of traditional e-commerce rules with digital trade and digital economy regulation in content for future provide new insights for the governance of global digital trade and China’s“Digital Silk Road”, including the introduction of new topics into the existing e-commerce rules, the establishment of special dispute settlement mechanisms, and adhering to inclusive development. |
