在高齡化與醫療需求雙重壓力下，護理人力已成為醫療體系能否穩健運作的關鍵。然而，臺灣正面臨「雙重危機」：近四成新領證護理師未進入臨床，每年仍有龐大的人力缺口，而現有護理人員因過勞與工時失衡而不斷流失。這樣的惡性循環，正動搖醫療基石。

Under population aging and rising healthcare demand pressures, the nursing workforce has be¬come even more critical to healthcare system sta¬bility. However, Taiwan is currently facing a“dual crisis”. Nearly 40% of newly licensed nurses do not enter clinical practice, creating a substantial annual workforce gap, while current staff continue to exit the profession at a high rate due to overwork and poor work-life balance. This vicious cycle poses an existential threat to the foundations of healthcare.
