Archives are firsthand materials for a nation to develop systems and policies. Archives record important trails of people’s lives and a nation’s history, culture, social changes and developments. Therefore, for advanced nations, sound archives management policies with open and transparent government information are important indices to evaluate the effectiveness of democracy. The implementation of the Archives Act in 2002 has ushered in a new era of modernized archives management in Taiwan. In addition, it has empowered the National Archives Administration, the central competent authority of archives, to acquire archives from all government agencies. The completeness of acquisition systems is the key to improving the quality of archives. Advanced nations in the West have attached great importance to the preservation of official records from government agencies. In addition to establishing sound management systems, they have offered multiple and convenient ways for archives utilization in order to meet the different needs of administrative references, legal citation, historical research, and people’s interest to know. This research gathers the latest archives acquisition strategies of the United States, the United Kingdom, Canada and Australia. Also, it discusses their development background, as well as archives acquisition, screening, selection, transfer, risk management, and evaluation systems. Considering these practices and Taiwan’s conditions, the authors bring forth the revised edition of national archives acquisition strategies and future prospects. |
