性侵害加害人接受社區處遇執行現況之探究

The Execution and Performance of Community-treatment for Sexual Offenders

性侵害犯罪一向為社會矚目，政府為有效抑止性侵害案件發生，在法規與處遇制度上作出多次修正，但此種犯罪仍維持在一定數量之上。本研究以某地方衛生主管機關自2018年1月1日至2020年12月31日止參與「身心治療或輔導教育課程」者為研究對象，有效樣本共計269名（有效率93.08%）。
根據研究結果提出建議：（1）強化個別治療處遇模式。（2）針對治療過程突生評估等級改變之個案，加強治療監督措施。（3）性騷擾納入強制治療法規，根本預防再犯。（4）持續追蹤調查及研究。

Sexual assault crimes have always attracted the attention of society. In order to effectively suppress the occurrence of sexual assault cases, the government has made many amendments to laws and treatment systems, but the crime situation has not decreased. This study focused on those who participated in the“physical and mental treatment or counseling education courses”from a local health authority from January 1, 2018 to December 31, 2020. There were a total of 269 valid samples (effectiveness rate 93.08%).
Suggestions are made based on the research results: (1) Strengthen the individual treatment model. (2) Strengthen treatment supervision measures for cases with sudden changes in assessment levels during the treatment process. (3) Sexual harassment is included in compulsory treatment regulations to fundamentally prevent recidivism. (4) Continuous follow-up investigation and research.
