Since its implementation in 1962, the Juvenile Delinquency Act has undergone several significant amendments. This paper focuses on the current counseling situations and problems of the Juvenile Counseling Committee following the implementation of the“Administrative Counseling First”, which will take effect on July 1, 2023, after the law was amended in June 2019, and the actual counseling needs of at-risk juveniles. This paper adopts a literature review and comparative methodology to clarify the problems that arose after the implementation of the Juvenile Counseling Committee on July 1, 2023, and to explore whether the Juvenile Counseling Committee can be transformed into a multifunctional organization akin to the Child Counseling Center in Japan in the future. |
