Based on qualitative interviews and literature analysis, this article explores the challenges in the operation of the National Human Rights Commission of Taiwan (NHRC) over the past three years. Three main challenges in the NHRC’s operations have been identified: first, immediate challenges, including a lack of consensus and unclear positioning of the Commission’s functions; second, urgent challenges that need to be resolved, such as personnel and administrative problems and inadequate budget execution; and third, long-term challenges, particularly in monitoring human rights situations, promoting human rights education, and organizing investigations into human rights violations. The independence and effectiveness of the NHRC still require further enhancement, and recommendations for its improvement have been proposed to promote the protection of human rights. |
