The challenge of digital industry development to cultural protection measures, especially the provision of ''on-demand audiovisual media services'' through cross-border transmission by media service providers, has impacted the implementation of cultural policies and regulations in Taiwan and caused regulatory imbalance. This article explains the challenges that digital industry development brings to cultural protection measures, and reviews the current cultural protection measures adopted by the European Union, Canada, Australia, and Taiwan in response to digital development, and analyzes the policy implications of these new forms of cultural protection measures. Based on this analysis, further examine the impact of digital trade rules and cultural exceptions on the space of cultural policy measures. |
