試析美國在WTO重啟環境商品談判之可能性

美國貿易談判代表署（The Office of the US Trade Representative, USTR）在4月時依據美國超黨派貿易促進法（Bipartisan Trade Promotion Authority Act）通知美國國會，計畫在WTO架構下推動環境商品複邊談判，係源於今（2014）年1月在瑞士Davos舉行的世界經濟論壇會議（the World Economic Forum in Davos, Switzerland）所發表的聯合宣言（Joint Statement Regarding Trade in Environmental Goods）。
